Scholarships in Romania
Types of scholarships available to international students:

Scholarships established through Romania’s bilateral or multilateral inter-governmental or intercultural agreements;
These are based on partnerships between Romania and other countries or cultural organizations, offering support to selected students under agreed terms. -
Scholarships offered by the Ministry of Foreign Affairs (MFA);
Targeted mainly at non-EU foreign citizens, these cover full or partial study support and are available at various academic levels. -
Scholarships offered by the Ministry of Education (ME), awarded for good academic results while studying in Romania;
These are performance-based scholarships for international students already enrolled in Romanian universities. -
Scholarships offered by the Ministry of Economy, aimed to promote economic and commercial cooperation actions;
These scholarships support studies in fields linked to bilateral trade, business, or economic initiatives. -
Other (occasional) scholarships;
Occasionally offered through special programs, partnerships, or government decisions.
1. State Scholarship
The amount and number of state scholarships granted to non-EU students is set by Government decision. Universities can decide to additionally award scholarships for international students, depending on their priorities and in line with their institutional autonomy.
Potential beneficiaries should be advised that:

Scholarships are awarded in the national currency (Romanian lei);

Scholarships are suspended if students do not obtain the necessary yearly academic credits, violate Romanian legislation, or the rules established by universities;

Scholarships do not cover personal expenses and international transport;
-
Covering accommodation in university dormitories falls under the responsibility of students.
These are official conditions that apply to state-funded scholarship holders.
2. Scholarships offered by the Romanian State through the Ministry of Foreign Affairs
The beneficiaries of these scholarships are foreign citizens from all non-EU countries, with the following exceptions of persons not eligible under this program:

Citizens of Romanian origin or who are part of the Romanian historical communities in the proximity of Romania (entitled to different scholarship programs);

Citizens who have requested or acquired a form of protection in Romania;

Stateless persons whose stay on the territory of Romania is officially recognized according to the law;

Members of the diplomatic and consular corps or family members of the diplomatic and consular corps accredited to Romania; members of the administrative and technical staff of diplomatic missions and consular offices accredited to Romania;

Staff members of international organizations based in Romania or family members of staff of international organizations based in Romania;
-
Beneficiaries of a scholarship from the Romanian state for the same cycle of study.
These restrictions help ensure that the scholarships are directed toward new, eligible international candidates.
